The 7th Annual Prosecutors Association conference and annual general meeting took place in Windhoek, Namibia from 7- 10 October 2012 with the theme ‘Strengthening Institutional Capacity of Prosecution Authorities and Agencies in Africa – Uniting Africa’s Prosecutors.”

The conference and AGM was attended by 45 member countries and more than 250 delegates as well as the Chief Prosecutor of the International Criminal Court, ICC, Gambia’s Fatou Bensouda. The International Criminal Court (ICC), governed by the Rome Statute, is the first permanent, treaty based, international criminal court established to help end impunity for the perpetrators of the most serious crimes of concern to the international community. The ICC is an independent international organisation, and is not part of the United Nations system. Its seat is at The Hague in the Netherlands. Although the Court’s expenses are funded primarily by States Parties, it also receives voluntary contributions from governments, international organisations, individuals, corporations and other entities.

A warm welcome in deed to all my continental colleagues, friends and ardent supporters the world over to this unique and first Africa Prosecutors’ Association project developed and implemented as a communication mechanism and a means of sharing the Association’s tenets, principles and objectives; sharing expertise and African solutions, leveraging resources, functional systems, practical strategies and African best practices to combat and stamp-out crimes of whatever type and or complexity across our beloved continent.

To these ends, our web-site is herby a means [and not an end in itself] to usher our best kept secret --- the Africa Prosecutors’’ Association, formed in 2003 to encourage unity and uniformity in Africa on matters relating to prosecutions, crime prevention, offender accountability as well as the inter and intra-country harmonization of legal frameworks and systems for ease of prosecutions within our individual member countries and across borders, as in deed, crime knows no boundaries.

It will interest you to know that the APA’s humble beginnings and journey was started by a few forward-looking African Prosecutors during March 2003 in Durban, South Africa culminating in the 1st APA Conference and AGM, attended by 22 representatives from 6 member countries in Windhoek, Namibia during August of the same year. The APA’s 2nd Conference and AGM, attended by 35 representatives from 16 member countries were held during August 2004 in Maputo, Mozambique. This 2nd APA Conference and AGM culminated with 2 celebrated milestones, viz. the adoption of the APA’s Interim Constitution and the election of the APA’s EXCOM.

The Africa prosecutors association (APA) is an association by prosecutors for prosecutors.

The idea of an Africa Prosecutors Association was conceived at the Africa Session of the 6th I A P Conference in Sydney, Australia, in 2001. Adv. M J Mpshe S C, who chaired the Session, undertook to arrange a founding meeting of an Africa Forum. In Durban RSA, Prosecutors gathered together an agreed to form an Prosecutors Association for and resolved to meet in Windhoek Namibia during 2003 and draft the constitution of the Association.

In September 2004 the Association was formally inaugurated and held its first General Meeting where it adopted the constitution and elected its Executive committee.
